Program Payments for Environmental Services is based on different legal regulations governing the country, such as the Forestry Law N. Environmental Service 7575 defines the "provided by forests and forest plantations and directly affect the protection and enhancement of the environment. They are the following mitigating greenhouse gas emissions (fixation, reduction, sequestration, storage and absorption), protection of water for urban, rural or hydroelectric, protection of biodiversity to conserve and sustainable use, scientific and pharmaceutical research and breeding genetic protection of ecosystems, livelihoods and natural scenic beauty for tourism and scientific purposes "(Gazette No. 151 of August 9, 1996).
Executive Decree 30762 - MINAE, Article N.3 states that "The State Forestry Administration (SFA), through the National System of Conservation Areas (SINAC) and the National Forestry Financing Fund (FONAFIFO). With regard to forestry sector development and specifically in payment for environmental services in all its forms (Protection of Forest, Forest Plantation and Agroforestry Systems). Both institutions will work together on measures to meet the objectives emanating from the forest legislation. "(Gazette No. 194 of October 9, 2002).
The rules and procedures for implementing and accessing the environmental services shall be issued by FONAFIFO, duly established under the lineaments. FONAFIFO through regional or central offices will be the entity responsible for receiving applications, control and monitoring of approved projects, issue the respective disbursements, control and monitoring, among others.
SINAC through the Conservation Areas can run the program monitoring and control under the Strategy Development and Monitoring Payment for Environmental Services. Management of Natural Resource Management is responsible for the strategic area of implementation.
Users in general be available on the Regional Conservation Area La Amistad Pacífico (ACLA-P), or in the subregional offices of the Ministry of Environment and Energy (MINAE) / ACLA-P Perez Zeledon, Buenos Aires and Coto Brus any matter related to information, access, methods, amounts and procedures for the Program of Payments for Environmental Services (PSA) to others in these departments may request pre-application forms for different forms of PSA and continue processing in the office FONAFIFO regional accordingly.
