Specialized technical and scientific body, to which he is responsible for coordinating, designing, updating, monitoring, evaluation and systematization of policies, plans, programs, projects, procedures, manuals, others national application for deployment in areas of use multiple regionally, in order to contribute to the administration and promotion of natural resources, according to economic and social development of the inhabitants of  Conservation Area La Amistad Pacífico.

Its functions are:

  • Plan, coordinate, implement and monitor the studies and professional activities, administrative and specialized skills through programs and activities on the regional level in natural resource management which includes assessment of environmental damage, forestry incentives, natural resources program and research , control and protection including forest fires, environmental education, municipal management, biological corridors, biosphere reserve, projects.
  • Develop, recommend, implement the proposed guidelines, legal regulations pertains, guidelines, criteria, manuals and technical standards, objectives, plans, programs, projects of forestry, environmental management, wildlife, watersheds, water resources for the proper management biodiversity and natural resources in multiple-use areas based on national legislation and international law.
  • Monitor and evaluate policies, plans and substantive programs under the responsibility of the Management of Natural Resources Management and propose changes, adjustments and corresponding solutions.
  • Schedule, coordinate, implement, evaluate and systematize a monitoring and oversight to verify compliance with policies, laws, regulations, and guidelines on forestry, wildlife, environmental management, watersheds, water resources for proposed changes, settings and corresponding solutions.
     
  • Coordinate and monitor the implementation process of the specialized technical activities, scientific and management of the various substantive programs of the Management of Natural Resource Management, compliance-oriented policies, guidelines and instructions, forestry, wildlife, watershed , environmental management and water resources for the proper management of biodiversity and natural resources.
  • Ensure the implementation of the guidelines and decisions of the National Council of Conservation Areas (cognac) and policies issued by the Minister of Environment, Energy and Telecommunications, in forestry, environmental management, wildlife, watersheds and water resources.
  • Design, promote, analyze and evaluate processes of research, monitoring, mitigation and adaptation to climate change and information systems generating relevant information to guide decision making and promote comprehensive management in forestry, wildlife, environmental management, watershed and water resources.
     
  • Design, promote, analyze and evaluate research processes and information management in forestry, wildlife, watersheds and water resources that support and guide decision making for appropriate monitoring, mitigation and adaptation to climate change.
  • Actively participate in process development, cooperative agreements with organizations, institutions and organizations of national and international, and identification, formulation, negotiation, execution and evaluation of specific projects in forestry, environmental management, wildlife, watersheds and water resources.
  • Actively participate in the identification, formulation, negotiation, execution and evaluation of specific projects in forestry, environmental management, wildlife, watersheds and water resources, resulting from cooperation agreements with agencies, institutions and organizations nationally and internationally.
  • Coordinate with other governmental and non governmental organizations, national and international sectoral and multisectoral, to carry out the actions arising from the policies and guidelines issued by the competent authorities, agreements, resolutions, agreements, contracts, protocols, treaties to responsible management of biodiversity, forest resources, wildlife, watersheds and water resources.
  • Promote the establishment of mechanisms that promote the effective dissemination of information pertaining to the agreements, conventions, resolutions and technical reports in forestry, wildlife, biodiversity, land degradation and water resources.
  • Promote the participation of different sectors of civil society organizations in the management and access to benefits, control and protection, and decision making in forestry, wildlife, biodiversity, land degradation, watershed and water resources.
